Ad creative can cost a few tens of thousands of yen for a static asset and rise to hundreds of thousands of yen or more when a shoot is involved. The format alone does not determine the quote. Planning, shooting, talent, editing, revision rounds and usage rights all change the production scope and price.

Production scope creates the biggest price differences

Ad creative includes the static images and videos used in paid media. Two 15-second videos can require completely different budgets: one may only need editing of supplied footage, while another starts with strategy, planning and a shoot. Compare where the production company's responsibility begins before comparing the final format.

If product photography and copy already exist, the work may be mostly design. A shoot can add camera and lighting crew, studio time, talent and styling. Longer or broader advertising use can also require additional usage permissions.

Public Japanese rate cards show that performance-ad assets can start at tens of thousands of yen. Tsuginote lists a banner at ¥25,000 and resizing at ¥3,000. TaTap lists one-off static creative at ¥30,000–¥60,000 and short video at ¥30,000–¥100,000 as of August 2026.

Those figures should not be collapsed into one average. A ¥30,000 static asset that includes concept and copy is not equivalent to a ¥30,000 design job built from supplied assets. The same distinction applies to video editing versus production with a shoot.

Costs rise further when the scope expands. TaTap lists a shoot package from ¥60,000, while other 2026 guides place SNS short-form production around ¥150,000–¥250,000. Corporate commercials and brand films can move into hundreds of thousands or millions of yen, a different budget category from frequently refreshed performance-ad assets.

Shoots, planning, talent and usage rights push quotes upward

Costs increase when more people and production days are required. A shoot can involve a studio, product preparation, models, hair and makeup and production management in addition to camera and lighting crew.

Strategy and concept work can add research, message development, storyboards, scripts and copy before production begins. Revision limits also matter: structural changes after approval may be charged separately.

Usage rights are easy to miss. Talent, creator footage, licensed photography and music may be restricted by platform, territory or term. A quote for Instagram-only use can change if the same asset later runs on TikTok, YouTube, landing pages and in-store screens.

Performance-ad budgets should include multiple test variants

Meta and TikTok campaigns routinely replace creative after launch as performance data comes in. In some campaigns, several variations of the hook, message or composition provide more learning than spending the entire budget on one highly polished asset. TaTap's X advertising guide also recommends budgeting around three to five patterns.

At ¥30,000 per static concept, four A/B-test variants equal ¥120,000 before media spend. Resizing an existing design can be cheaper than creating a new concept. Separate the unit cost from the number of assets needed for one useful test cycle.

Compare quotes only after aligning scope and usage

A fair quote comparison needs more than the number of deliverables. Align concept and copy responsibilities, shooting and editing scope, revision rounds, size variants, delivery formats, usage period and secondary-use rights. If one quote excludes shoot or licensing costs, the headline total is not comparable.

Before requesting a quote, specify the ad platforms and formats, number of assets, materials you can supply, whether a shoot is needed, deadline, revision expectations and planned usage period. If media management is included, confirm whether creative production is part of the monthly fee or billed separately.

Choose supplied-asset production or a new shoot based on the campaign objective

When the first goal is to test messages, existing product photography or UGC can support several low-cost static and short-video variants. Once a message performs, a new shoot can focus on the shots that matter most.

A shoot may be worth the cost when texture, fit, use context or brand atmosphere directly affects the purchase decision, as often happens in fashion, beauty and food. In those cases, reduce the shot list before removing the shoot altogether.

The useful question is not whether a quote is cheap or expensive. Define the number of assets required for the test and the production scope, compare like-for-like quotes, then put the next round of production budget behind the messages that actually perform.
